Job Overview

The Airport HSE Manager will hold a leadership position responsible for leading, developing, and implementing top-tier Health, Safety, and Environment (HSE) strategies and systems. This role will have a specific focus on ongoing or planned airport projects, which may include new terminal construction, concourse development, runway expansion, or vital systems upgrades. The Manager is accountable for ensuring full compliance with local and international regulations, fostering a proactive safety culture among all stakeholders, and protecting the environment.

Key Responsibilities and Duties

  • Lead and develop a proactive and effective HSE management framework tailored for airport construction/development projects.
  • Establish and implement HSE policies and procedures in compliance with Saudi General Authority of Civil Aviation (GACA) regulations, other Saudi regulatory requirements, and international best practices (e.g., ISO 45001, ISO 14001).
  • Conduct regular risk assessments and safety reviews at worksites, focusing on unique hazards in an airport environment (e.g., airside operations, fuel handling, facility security).
  • Lead investigations into incidents, accidents, and near-misses, identify root causes, and ensure corrective and preventive actions are implemented.
  • Design and deliver effective training programs for company staff and subcontractors to promote safety awareness and compliance culture.
  • Prepare periodic performance reports on HSE for senior management and relevant regulatory bodies.
  • Act as the primary liaison with civil aviation, civil defense, and other government authorities on HSE matters.
  • Oversee emergency preparedness and incident response procedures for the project.
  • Manage and mentor a team of HSE specialists.

Essential Qualifications and Requirements

  • Bachelor’s degree in Engineering (Civil, Mechanical, Industrial), Environmental Science, Occupational Health & Safety, or a related field. A Master’s degree will be an advantage.
  • Recognized professional certification in HSE (e.g., NEBOSH Diploma, CSP, IOSH Managing Safely).
  • A minimum of 10-15 years of experience in managing HSE systems, with a strong, proven focus on major airport projects or related aviation infrastructure projects.
  • In-depth knowledge of Saudi Civil Aviation Authority (GACA) regulations and KSA environmental and occupational safety regulations.
  • Experience working with international contractors and consultants in a complex project environment.
  • Excellent leadership and managerial skills with the ability to motivate a team and communicate at all management levels.
  • Excellent written and verbal communication and reporting skills in both Arabic and English.
  • Ability to work under pressure and make decisive decisions in a dynamic, fast-paced environment.
