Job Description and Key Responsibilities
The Emergency Response Manager will be entrusted with the following leadership duties:
- Emergency Planning Leadership: Develop, review, and update comprehensive emergency response plans for all potential scenarios (fire, chemical spill, industrial accident, medical crisis, etc.) to ensure 24/7 organizational readiness.
- Response Team Management: Form, lead, and train internal emergency response teams, clearly defining roles and responsibilities, and ensuring the highest levels of efficiency and coordination.
- Drills and Evaluations: Design and conduct frequent, realistic emergency drills and exercises (both announced and unannounced) to test plan effectiveness and team proficiency, analyzing outcomes to implement continuous improvements.
- External Agency Coordination: Act as the primary liaison and coordinate response operations with relevant government authorities such as Civil Defence, Police, and Emergency Medical Services during major incidents.
- Resource and Equipment Management: Ensure the maintenance and readiness of all emergency response equipment and supplies (firefighting gear, first aid, communication systems, etc.) according to the highest standards.
- Incident Investigation and Learning: Lead or participate in investigations of occurred incidents and emergencies, identify root causes, and develop recommendations to prevent recurrence.
- Awareness and Culture: Promote a culture of safety and emergency preparedness among all employees and contractors on site through ongoing awareness programs and training.
Qualifications and Core Requirements
To be a successful candidate for this leadership role, you must meet the following criteria:
- Educational Background: A Bachelor’s degree in Engineering (HSE, Chemical, Mechanical) or Science (Emergency Management, Environmental) or any related field. Advanced or specialized certifications are a distinct advantage.
- Professional Experience: Minimum 8 to 10 years of hands-on experience in Emergency Management or Health, Safety, and Environment (HSE), with a strong focus on industrial, oil & gas, manufacturing, or chemical environments. This must include at least 3 years in a leadership or supervisory role.
- Technical Knowledge: In-depth knowledge of international and local emergency management standards and regulations (e.g., NFPA, OSHA, Omani standards). Comprehensive understanding of risk assessment and analysis techniques.
- Leadership Skills: Proven ability to lead and motivate teams under pressure, making quick and decisive decisions in crisis conditions. Exceptional communication and interpersonal skills (verbal and written).
- Professional Certifications: Possession of recognized professional certifications such as Certified Emergency Manager (CEM), NEBOSH Diploma, or advanced firefighting/first aid certifications is highly preferred.
- Language Proficiency: Fluency in English, both written and spoken, is essential. Knowledge of Arabic is a significant advantage.
