Job Description and Key Responsibilities
The appointed Safety Officer will be based at the company's operations site in Abqaiq, a vital hub for the oil industry. He/She will be primarily responsible for implementing and monitoring occupational health and safety systems and procedures to ensure a safe working environment for all employees and contractors, ensuring full compliance with local and international regulations. Core responsibilities include:
- Developing, implementing, and updating site-specific HSE programs, policies, and procedures.
- Conducting regular inspections, audits, and observations of the site, equipment, and processes to identify potential hazards and ensure safety standards are met.
- Investigating incidents, accidents, and near misses to determine root causes, preparing detailed reports, and developing corrective and preventive action plans.
- Organizing and delivering safety training and awareness programs for new and existing employees.
- Reviewing Method Statements and Risk Assessments for ongoing projects and activities.
- Ensuring the availability and correct use of appropriate Personal Protective Equipment (PPE) by all personnel.
- Maintaining accurate safety records and preparing statistical and management reports on safety performance.
- Acting as the primary point of contact for company management and local regulatory bodies on all HSE matters.
- Promoting a positive safety culture among all team members.
Job Requirements and Qualifications
To be eligible for this critical role, candidates must meet the following criteria:
- Educational Qualification: A Bachelor's degree in Engineering (Chemical, Mechanical, Industrial, or related) or in the HSE field. Specialized diplomas with extensive experience may be considered.
- Professional Certifications: Possession of globally recognized safety certifications, with a NEBOSH International General Certificate (IGC) as a minimum. Certifications such as OSHA, IOSH, or advanced NEBOSH diplomas are a strong advantage.
- Experience: A minimum of 3 to 5 years of practical experience in a similar role (Safety Officer or Safety Supervisor) within the oil and gas, petrochemical, or petroleum services industry. Experience working on operational, drilling, or maintenance sites is essential.
- Knowledge: In-depth knowledge of HSE management systems (e.g., OHSAS 18001 / ISO 45001) and relevant Saudi Arabian regulations (e.g., Oil and Gas Regulatory Authority - OGRA frameworks).
- Skills: Excellent communication and interpersonal skills (verbal and written) in both Arabic and English. Strong analytical skills and report-writing ability. Capability to work under pressure and make prompt decisions when necessary.
- Personal Attributes: High integrity and professionalism, with leadership skills to foster compliance with safety standards.
