Job Description and Key Responsibilities
The Cost Control Section Head will occupy a pivotal role within the company's project management structure. The core mission will be to ensure financial efficiency and adherence to approved budgets across a diverse portfolio of construction and development projects. The successful candidate will be directly responsible for leading the cost control team and developing effective expenditure management strategies.
Key expected responsibilities include:
- Leading and directing the cost control team, assigning tasks, supervising performance, and developing team members' skills.
- Developing and implementing robust cost control systems and procedures throughout the entire project lifecycle, from initial estimation to final closeout.
- Preparing and analyzing periodic (monthly/quarterly) cost reports for senior management, highlighting budget variances and corrective recommendations.
- Reviewing and analyzing Change Order proposals and assessing their financial impact on the overall project cost.
- Collaborating closely with Project Managers, Design Engineers, and Construction Contractors to ensure financial transparency and reporting accuracy.
- Monitoring subcontractors' compliance with the financial terms of contracts and tracking payment certificates.
- Performing Earned Value Analysis (EVA) to evaluate project performance regarding schedule and cost.
- Contributing to the preparation of initial cost estimates and feasibility studies for new projects.
- Ensuring compliance with company standards, established financial policies, and relevant local and international standards.
Qualifications and Essential Requirements
Hill International is seeking a candidate with deep and comprehensive practical experience in cost control for major construction projects.
Professional Experience & Requirements:
- A Bachelor's degree in Engineering (Civil, Architectural, Mechanical) or in Business Administration with a specialization in Finance or Accounting. A Master's degree is a distinct advantage.
- A minimum of 10 to 15 years of practical experience in cost control or quantity surveying within the construction and real estate development sector.
- Proven experience of at least 5 years in a leadership role (Team Lead or Section Head) involving direct supervision of a team of professionals.
- Extensive experience working on various project types such as residential, commercial, hospitality, or infrastructure projects.
- Full proficiency in using specialized cost control and project management software (e.g., Primavera P6, MS Project, and advanced data analysis tools like Excel).
- In-depth knowledge of contract management principles (FIDIC, etc.) and procurement procedures in the construction sector.
Personal Skills:
- Strong leadership and managerial skills with the ability to motivate and guide a team towards goal achievement.
- Exceptional analytical and deductive skills with a keen attention to detail and accuracy.
- Excellent communication skills (written and verbal) in both Arabic and English.
- Ability to work under pressure, tackle challenges, and manage priorities in a fast-paced project environment.
- High integrity and professionalism in handling sensitive financial data.
