Job Description

The HSE Manager holds a critical leadership position within Galfar's structure. This individual will be the primary authority responsible for developing, implementing, and monitoring all policies, strategies, and programs related to health, safety, and environment across multiple project sites. The core objective of this role is to foster a completely safe work environment, minimize risks, ensure full compliance with local and international regulations, and promote a strong safety culture among all employees and contractors.

Key Responsibilities:

• Strategic Development: Lead the development and continuous improvement of the company's Health, Safety, and Environment Management System (HSE-MS) to align with global best practices such as ISO standards (ISO 45001, ISO 14001).
• Leadership & Compliance: Ensure all company operations and activities comply with Omani HSE laws and regulations, as well as any client-specific requirements.
• Risk Management: Conduct regular and comprehensive risk assessments and establish effective control and prevention plans.
• Audit & Review: Plan and execute a periodic internal audit program for HSE systems and processes, ensuring corrective and preventive action plans are implemented.
• Training & Awareness: Design and implement training and awareness programs for all staff levels to promote a culture of safety and environmental responsibility.
• Performance Monitoring: Monitor and analyze HSE Key Performance Indicators (KPIs), and prepare detailed periodic reports for senior management on status, performance, and recommendations.
• Incident Investigation: Lead investigation teams for any incidents or near misses, determine root causes, and establish measures to prevent recurrence.
• Team Management: Supervise a specialized team of HSE engineers and officers, providing guidance and fostering their professional development.
• Liaison with Authorities: Represent the company in communications with relevant government and regulatory HSE bodies in Oman.

Requirements & Qualifications

Educational Qualifications:

• A Bachelor's degree in Engineering (preferably Civil, Mechanical, Industrial, or Safety Engineering) or in a field related to HSE.

Work Experience:

• A minimum of 10 to 15 years of experience in HSE management, with a strong focus on the construction, heavy engineering, or oil & gas sectors.

• In-depth knowledge of global HSE management systems (OHSAS 18001 / ISO 45001, ISO 14001) and their practical application.
• Thorough familiarity with local HSE legislation and regulations in Oman and the Gulf region.
