Job Description and Responsibilities

The Portfolio Manager will hold a strategic position responsible for the overall management of the Authority's portfolio of projects or initiatives. The core responsibilities expected for this role include:

  • Strategic Oversight: Leading and directing the project portfolio to ensure alignment with the overarching strategic objectives of ZATCA and Saudi Vision 2030.
  • Performance Management: Monitoring and evaluating the performance of projects within the portfolio, identifying risks and opportunities, and ensuring targeted outcomes are achieved within the specified timeline and budget.
  • Resource Allocation: Optimizing the distribution of resources (financial and human) across various projects to maximize value and return on investment.
  • Reporting: Preparing detailed periodic reports for senior management on portfolio status, progress, Key Performance Indicators (KPIs), and strategic recommendations.
  • Quality and Compliance Assurance: Ensuring all projects adhere to the Authority's internal standards and policies, as well as relevant Saudi regulations and laws.
  • Team Leadership: Guiding and supporting project managers and teams working within the portfolio's scope, fostering a culture of excellence and collaboration.

Qualifications and Requirements

To be a successful candidate for this leadership role, you should meet the following criteria:

  • Educational Qualification: A minimum of a Bachelor's degree in a relevant field such as Business Administration, Engineering, Finance, or Public Administration. A Master's degree (e.g., MBA) or advanced professional certifications will be a strong advantage.
  • Professional Experience: A minimum of 8 to 10 years of practical experience in portfolio management or strategic project management, with preference given to experience in the government, semi-government sector, or major financial institutions.
  • Professional Certifications: Preference for globally recognized certifications such as:
    • PgMP (Program Management Professional)
    • PMP (Project Management Professional)
    • or their equivalents.
  • Technical Skills: Strong proficiency in portfolio and project management tools (e.g., MS Project, or specialized tools like Clarity, ServiceNow), and advanced skills in data analysis and evidence-based decision-making.
  • Soft Skills: Excellent leadership and supervisory abilities, effective communication skills (written and verbal) in both Arabic and English, and the ability to work under pressure and manage multiple priorities in a complex environment.
  • Knowledge: A deep understanding of the legislative and regulatory environment in the Kingdom, particularly concerning financial, tax, and customs affairs.
