Job Description and Responsibilities

The Senior HSE Engineer will be responsible for leading and implementing HSE strategies and procedures across the company's construction project sites. Key responsibilities include:

  • Developing and Implementing HSE Management Systems: Establishing and updating HSE policies, procedures, and programs in compliance with local (e.g., Dubai Economic Department, Dubai Municipality) and international standards (e.g., OHSAS 18001 / ISO 45001, ISO 14001).
  • Continuous Risk Assessment: Conducting regular job site risk assessments (JSA, HIRA) and developing effective control plans to minimize accidents, injuries, and occupational illnesses.
  • Auditing and Monitoring: Performing periodic audits and inspections of construction sites to ensure full compliance with all safety and environmental regulations. Preparing detailed reports on findings and following up on corrective and preventive actions.
  • Training and Awareness: Designing and delivering effective training programs for all levels (contractors, supervisors, workers) to promote a safety culture and ensure their understanding of required protocols and procedures.
  • Incident Investigation: Leading investigations into any accidents or near-miss incidents to determine root causes and develop recommendations to prevent recurrence.
  • Reporting: Preparing and presenting periodic HSE performance reports to senior management, including accident statistics and Key Performance Indicators (KPIs).
  • Emergency Management: Developing and testing emergency response plans to ensure worksite preparedness for any emergency situation.
  • Liaison and Coordination: Acting as the primary point of contact for HSE matters with contractors, consultants, and relevant government authorities.

Qualifications and Requirements

To qualify for this leadership role, you must meet the following criteria:

  • Educational Qualification: A Bachelor's degree in Engineering (Civil, Mechanical, Industrial, or related field) or in Environmental Science/Occupational Health & Safety. A Master's degree is an added advantage.
  • Professional Certifications: Recognized professional certification in HSE (such as NEBOSH International Diploma, IOSH Managing Safely, CSP) is highly required.
  • Experience: A minimum of 8 to 10 years of practical experience in HSE management, with a strong focus on the construction and building sector in the Gulf region. Previous experience with real estate developers or main contractors is a significant advantage.
  • Regulatory Knowledge: In-depth knowledge of HSE regulations and laws in the United Arab Emirates, specifically in the Emirate of Dubai.
  • Personal Skills: Excellent leadership and supervisory skills, effective communication skills (verbal and written) in both Arabic and English. Strong analytical, problem-solving abilities, and the capacity to work under pressure.
  • Technical Skills: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and specialized HSE management software.
