Job Overview
The Site Representative (Vessel) acts as the primary liaison between the client (project owner) and the contractors and suppliers working onboard vessels or offshore platforms. This position holds the responsibility of ensuring all work is executed according to agreed technical specifications, schedules, and the highest standards of Quality, Health, Safety, and Environment (QHSE).
Key Responsibilities and Duties
- Field Supervision: Being present onboard the vessel or at the marine worksite to provide direct oversight of daily operations.
- Compliance Assurance: Ensuring all parties (contractors, vessel crew) adhere to contract specifications, safety regulations (e.g., HSE), and applicable local and international regulations in the State of Qatar.
- Coordination & Liaison: Serving as the key point of contact and representing the client's interests on the ground (or at sea), facilitating communication between all stakeholders involved in the project.
- Reporting: Preparing and submitting detailed daily and weekly progress reports, including any incidents, delays, or non-conformances, documented with necessary photos and records.
- Quality Monitoring: Overseeing inspection activities and ensuring all materials and workmanship meet the required specifications before acceptance.
- Change Management: Monitoring any deviations from approved work plans and immediately reporting to management, assisting in the evaluation of change requests.
- Problem Solving: Addressing immediate operational issues on-site in coordination with the contractor's team and escalating complex matters to senior management.
Essential Qualifications and Requirements
- Education: A Bachelor's degree in a relevant engineering discipline such as Mechanical Engineering, Naval Architecture, Civil Engineering, or any field related to marine or oil & gas operations.
- Experience: Minimum of 7 to 10 years of practical experience in similar roles (Site Representative, Marine Supervisor, Site Engineer) within offshore oil & gas projects, major marine construction projects, or vessel operations and maintenance.
- Technical Knowledge: In-depth understanding of vessel systems and marine operations, maritime safety regulations (e.g., SOLAS, MARPOL), and oil & gas industry standards (e.g., ISO, API).
- Professional Certifications: Possession of recognized safety certifications (e.g., NEBOSH, IOSH, or other accredited HSE certificates) is preferred. A Certified Safety Professional (CSP) designation is a strong advantage.
- Personal Skills:
- Excellent communication and negotiation skills (verbal and written) in English and Arabic (a significant advantage).
- Ability to work under pressure and make decisions in a dynamic environment.
- Leadership skills and the ability to manage teams and contractors.
- Physical fitness to work onboard vessels and offshore platforms for potentially extended periods.
- Other Requirements: The applicant must have a valid residency permit in Qatar or be ready to relocate. Prior experience working on projects within Qatar or the GCC region is highly preferred.
