Job Description and Responsibilities
The HSE Officer will be stationed at an operational site and will be primarily responsible for ensuring all processes and activities comply with local and international health, safety, and environmental regulations and company policies. Key responsibilities include:
- Development & Implementation: Assisting in developing, implementing, and updating the company's HSE management system policies, procedures, and programs.
- Inspection & Monitoring: Conducting regular site inspections, audits, and reviews to identify potential hazards and ensure a safe working environment for all employees, contractors, and visitors.
- Risk Assessment & Management: Conducting Risk Assessments and Job Safety Analysis (JSA) for various operations and establishing plans to control identified risks.
- Training & Awareness: Organizing and delivering training sessions and awareness programs for employees on proper HSE practices, emergency procedures, and the correct use of Personal Protective Equipment (PPE).
- Reporting & Investigation: Preparing periodic safety performance reports, investigating incidents and near-misses to determine root causes, and recommending corrective and preventive actions.
- Legal Compliance: Keeping abreast of updates in local HSE legislation and regulations in the Emirate of Abu Dhabi and the UAE, and ensuring company compliance.
- Emergency Management: Contributing to the development of emergency response plans and conducting drills.
- Communication: Acting as a liaison between management, employees, and contractors on all HSE matters.
Job Requirements and Qualifications
To be a successful candidate for this position, you should meet the following criteria:
- Educational Qualification: A Bachelor's degree in Engineering (Civil, Mechanical, Industrial, or equivalent) or in the field of Health, Safety, and Environment or a related discipline.
- Professional Certification: A recognized professional certification in HSE such as the NEBOSH International General Certificate (IGC) is considered a key and strong advantage. Other equivalent certifications may be considered.
- Experience: Minimum of 3 to 5 years of practical experience in a similar role as an HSE Officer or Safety Supervisor, preferably within sectors like Construction, Oil & Gas, Manufacturing, or Logistics.
- Knowledge: In-depth knowledge of HSE management systems (e.g., OHSAS 18001 / ISO 45001, ISO 14001) and local UAE regulations (UAE Labour Law, Abu Dhabi Municipality regulations, etc.).
- Personal Skills:
- Excellent communication and interpersonal skills (verbal and written) in both Arabic and English.
- Ability to prepare professional reports and presentations.
- Strong analytical and problem-solving skills.
- Ability to work independently and as part of a team.
- Strong commitment to safety principles and attention to detail.
