Job Overview

The Airport Cost Manager will be primarily responsible for overseeing all financial and cost aspects related to major airport development and expansion projects in the Kingdom. These projects are vital for enhancing air transport capacity and connecting the Kingdom with the world, requiring precise and professional financial resource management to ensure delivery within the approved budget and schedule.

Key Expected Responsibilities and Duties

  • Develop, monitor, and manage comprehensive budgets and financial forecasts for complex airport projects.
  • Prepare periodic cost reports and detailed analyses for presentation to senior management and stakeholders.
  • Oversee the tendering and bid evaluation process, and negotiate contracts with contractors and suppliers.
  • Monitor actual costs against the approved budget, identify any variances, and propose corrective actions.
  • Work closely with project managers, engineering, and construction teams to ensure integration between scheduling and cost.
  • Manage the Earned Value Management (EVM) process to assess project performance.
  • Ensure compliance with company standards, financial policies, and local regulations in Saudi Arabia.
  • Provide strategic advice on financial risk management and opportunities related to project costs.

Required Qualifications and Skills

  • Bachelor’s degree in Engineering (Civil, Structural, Mechanical), Business Administration, Finance, or a related field. A Master’s degree will be an added advantage.
  • Minimum of 10 years of experience in cost management, with a strong focus on major infrastructure projects, preferably in airport or aviation projects.
  • Proven experience working in Saudi Arabia or the GCC region with an understanding of the regulatory environment and local practices.
  • Strong proficiency in cost and project management software applications such as Primavera P6, MS Project, and advanced ERP systems (e.g., Oracle, SAP).
  • A recognized professional certification such as Certified Cost Professional (CCP) from AACE International or equivalent is highly preferred.
  • Exceptional analytical skills with the ability to interpret complex data and provide clear recommendations.
  • Excellent communication skills (written and verbal) in both Arabic and English.
  • Strong leadership ability to manage a team and work under pressure to meet challenges in a dynamic, fast-paced environment.
