Job Overview

The Manager, Professional Services - Indirect Procurement will be responsible for leading and developing the procurement strategy for all indirect professional services categories that support the company's operations. This leader will operate within the Supply Chain & Procurement function and play a pivotal role in building and executing an effective procurement framework. This framework will ensure optimal value, support Ceer's ambitious growth objectives, and contribute to the realization of Saudi Vision 2030 in the industry and clean energy sectors.

Key Expected Responsibilities and Duties

• Lead and develop the comprehensive procurement strategy for indirect professional services categories such as: legal and financial consulting, IT and software services, marketing and communications services, management consulting and organizational development, and other business support services.
• Manage the full procurement cycle, from needs identification and strategic planning, through tendering processes and contract negotiation, to supplier relationship management and performance monitoring.
• Build and manage strategic relationships with a network of high-quality local and international suppliers and contractors, with a focus on enhancing local content in line with Vision 2030 objectives.
• Ensure full compliance with company policies and procedures, as well as relevant local and international laws and regulations.
• Analyze market data and assess risks to provide proactive recommendations that enhance cost efficiency and service quality.
• Lead and develop a professional procurement team, fostering a culture of excellence and innovation within the department.
• Work closely with various internal departments (such as Operations, Finance, Legal, and Technical) to understand their needs and ensure the procurement strategy aligns with the company's operational goals.

Required Qualifications and Experience

• Bachelor’s degree in Business Administration, Supply Chain, Engineering, or a related field. A Master’s degree (e.g., MBA) is a strong advantage.
• A minimum of 8 to 10 years of professional experience in procurement, with a proven focus on indirect professional services categories.
• Demonstrated leadership experience in managing procurement teams and developing enterprise-level procurement strategies.
• Previous experience in the automotive or manufacturing sectors is a significant competitive advantage and highly preferred.
• Deep knowledge of global supply chain practices, analytical tools, and best practices in negotiation and contract management.
• Exceptional communication and interpersonal skills (verbal and written) in both Arabic and English.
• Strong analytical and complex problem-solving abilities, with strategic thinking.
• Proficiency with Enterprise Resource Planning (ERP) systems such as SAP or Oracle.
