Job and Department Overview

The successful candidate for this senior role will assume a pivotal leadership position, responsible for leading and managing the entire Project Controls Department. This department is the backbone for ensuring project success by providing precise visibility and control over time and financial aspects. The manager will work closely with project managers, clients, and stakeholders to ensure objectives are met within defined budget and schedule constraints.

Key Expected Responsibilities and Duties

  • Strategic Leadership: Develop and implement strategies and frameworks for the Project Controls Department aligned with corporate global objectives and industry best practices.
  • Team Management: Lead, mentor, and develop a team of project controls managers and analysts, fostering a culture of excellence and collaboration.
  • Quality Assurance: Oversee the production of all project controls reports (planning, scheduling, cost, analysis) ensuring their accuracy, consistency, and timely delivery.
  • Project Support: Provide technical leadership and support to project teams across all project phases, from initial estimation to final closeout.
  • Client Interaction: Act as a primary point of contact for project controls matters with high-level clients, presenting reports and providing strategic recommendations.
  • Performance Analysis: Monitor and analyze project performance against baseline plans, identify variances and potential risks, and propose corrective actions.
  • Continuous Development: Identify, propose, and implement improvements to processes, tools, and software used within the Project Controls Department to enhance efficiency.

Essential Qualifications and Requirements

  • Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Electrical), Business Administration, or a related field. A Master's degree or recognized professional certifications (e.g., PMP, CCP, EVP) are a strong advantage.
  • Experience: Minimum of 15 years of experience in project controls, with a focus on major construction and infrastructure projects. This experience must include at least 5-7 years in a leadership or supervisory role managing a project controls team.
  • Technical Knowledge: Deep expertise in project controls principles and practices, including planning & scheduling (using software like Primavera P6 and/or MS Project), cost management, Earned Value Management (EVM), and reporting.
  • Leadership Skills: Proven ability to lead, motivate, and manage a multicultural team and deliver results in a dynamic, fast-paced environment.
  • Communication Skills: Exceptional written and verbal communication skills in both Arabic and English, with the ability to present complex information clearly to diverse audiences, including senior management and clients.
  • Geographic Knowledge: Previous experience working on projects in the Middle East region, particularly in Saudi Arabia, is a significant advantage.
