Job Description and Key Responsibilities
The Project Controls Department Manager will hold a senior leadership position with direct responsibility for leading and developing the entire project controls team. The role focuses on ensuring the highest standards of accuracy and efficiency in all aspects of project monitoring and planning. Core responsibilities include:
- Strategic Leadership: Develop and implement the project controls department's strategies and frameworks to align with the company's overall goals and the requirements of major regional projects.
- Team Management: Lead, mentor, and develop a team of project controls managers, schedulers, cost engineers, and analysts, ensuring effective task delegation and professional growth.
- Oversight of Project Controls: Provide comprehensive oversight of all project controls activities across the portfolio, including planning and scheduling, cost management, reporting, risk analysis, and performance monitoring.
- Quality and Compliance Assurance: Ensure all project controls processes and procedures comply with international standards, industry best practices, and the company's internal policies.
- Stakeholder Communication: Act as a key liaison between the Project Controls Department, senior company management, clients, and subcontractors, delivering clear and accurate reports on project performance, forecasts, and variances.
- Process Improvement: Identify and implement initiatives for process improvement and the adoption of modern tools and technologies to enhance the efficiency and accuracy of project controls operations.
Qualifications and Requirements
To qualify for this leadership opportunity, candidates must meet the following criteria:
- Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Electrical), Project Management, or a related field. A Master's degree or advanced professional certifications (e.g., PMP, CCP, EVP) are a significant advantage.
- Professional Experience: Minimum of 15 years of experience in project controls, with a focus on major construction projects (e.g., infrastructure, mega-residential/commercial complexes, government projects). This must include at least 5 years in a leadership role (Department Head or Senior Project Manager level) within an international or regional setting.
- Technical Expertise: Deep proficiency in specialized project controls software such as Primavera P6, MS Project, and cost management tools like EcoSys or similar. A strong understanding of Project Management Institute (PMI) principles and delivery methods is essential.
- Leadership Skills: Proven ability to lead and motivate a large, multicultural team. Exceptional communication and interpersonal skills (both verbal and written) in English are required; Arabic language skills are highly beneficial.
- Analytical Skills: Superior ability to analyze complex data, identify trends and risks, and make evidence-based strategic decisions to improve project outcomes.
