Subcontracts Manager - Indman (Riyadh)

Indman, a leading provider of consulting and management services for major engineering and construction projects, is recruiting for a Subcontracts Manager to be based in its Riyadh, Saudi Arabia office. This role is a cornerstone for ensuring the success of complex projects through the strategic management of subcontractor and external resource networks.

Job Overview

The Subcontracts Manager will hold a vital leadership position within the Procurement & Contracts management department. You will be the primary owner of the entire subcontract lifecycle, from initial identification and pre-qualification, through terms negotiation and contract award, to field administration and ongoing performance/compliance monitoring. Your core mission is to ensure all subcontractor work is executed to the highest standards of quality and safety, within the defined schedule and budget, and in full compliance with local and international regulations.

Key Responsibilities & Duties

  • Strategic Planning: Develop and implement a comprehensive subcontract management strategy aligned with project and company objectives.
  • Procurement: Lead the Request for Proposal (RFP) process, evaluate technical and commercial submissions from bidding subcontractors, and conduct effective negotiations to secure best value.
  • Contract Drafting & Administration: Draft clear and precise subcontract agreements (e.g., lump sum, time & materials) defining all terms, specifications, and risk protection clauses. Administer any contract amendments and scope changes.
  • Relationship Management: Build strong, professional working relationships with a portfolio of subcontractors and vendors, acting as the key liaison between them and internal project teams.
  • Monitoring & Control: Regularly monitor the progress of subcontractor work, review progress reports and payment applications, and ensure compliance with contract terms and delivery schedules.
  • Risk Management: Identify and assess potential risks associated with subcontractors and develop mitigation plans.
  • Compliance: Ensure all subcontracting activities comply with internal company policies, relevant Saudi regulations (such as those from the General Authority for Real Estate and the Contractor Classification Committee), and any applicable international standards.
  • Reporting: Prepare detailed periodic reports for company management on subcontractor performance, risks, and expenditure against budget.

Required Qualifications & Skills

  • Education: Bachelor’s degree in Engineering (Civil, Mechanical, Electrical), Business Administration, or a related field. A Master’s degree or professional certifications (e.g., CCM, PMP) will be a strong advantage.
  • Experience: Minimum of 8 to 10 years of hands-on experience in subcontracts management or procurement/contracts administration, with a strong focus on the engineering, construction, or oil & gas project sector. Experience working in Saudi Arabia or the GCC region is highly preferred.
  • Technical Skills: In-depth understanding of construction contract types (FIDIC, etc.), tendering procedures, cost control, and scheduling. Advanced proficiency in MS Office and contract management software suites.
  • Soft Skills: Excellent leadership and communication abilities, strong negotiation and persuasion skills, and the capacity to solve complex problems under pressure. Meticulous attention to detail, strategic thinking, and integrity.
  • Language: Full professional proficiency in English (written and spoken) is essential. Knowledge of Arabic will be a significant advantage.
